Notice on the Decisions Regarding Rules Violation

  Parties concerned:
  Zhang Min, born in 1988, Chenzhou, Hunan
  Chen Ying,born in 1978, Huangpu District, Shanghai
  Tang Mingjun, born in 1997, Chenzhou, Hunan.
  On July 3, 2020, via operating the futures account of Tang Mingjun, Zhang Min conducted accommodation trading with Chen Ying on crude oil (SC) 2303 contract at a pre-agreed price, which resulted in profit gains for the futures account of Tang Mingjun and losses to Chen Ying’s account, affecting the price of futures trading.
  The above-mentioned behavior has violated the provision in Article 29, paragraph 1, section 3 of the Enforcement Rules of the Shanghai International Energy Exchange, which stipulates the conduct of "applying methods such as transferring or splitting positions between accounts, or accommodation trade, to affect the prices on the Exchange, or to transfer funds between accounts or make illegal profits” as constituting rule violation relating to trading management.
  Accordingly, Shanghai International Energy Exchange (INE) decides to give a warning to Tang Mingjun and Chen Ying, and a reprimand to Zhang Min and require him to make rectifications, suspend the accounts of Zhang Min and Tang Mingjun from opening positions and trading for 3 months, and suspend the account of Chen Ying from opening positions and trading for 1 month.
  Relevant futures firms shall strengthen client compliance, improve the monitoring and management of online transactions, and prevent the recurrence of similar incidents. INE will record the relevant decisions of rule violation into the Securities and Futures Market Credibility File Database.
