　　Yi Zhifeng, born in Pingxiang, Jiangxi, in 1979.
　　Peng Xia, born in Pingxiang, Jiangxi in 1984.
　　Leng Hui, born in Xiaogan, Hubei in 1991.
　　Zhang Mingming, born in Zaoyang, Hubei, in 1989.
　　Li Guangtao, born in Xiangyang, Hubei, in 1979.
　　Ouyang Xianhai, born in Pingxiang, Jiangxi, in 1985.
　　From January 23, 2019 to February 20, 2019, Yi Zhifeng, by using Peng Xia’s account, assisted and guided Leng Hui, Zhang Mingming, Li Guangtao, Ouyang Xianhai’s trading activities. Such trading activities followed the mechanism of division of labor and coordination, frequently placed and canceled orders, but not for the purpose of the transaction, and conducted transactions contrary to the false placement.
　　The above-mentioned conducts have violated the provision in Article 29, paragraph 1, section 4 of the Implementation Rules for the Handling of Violations of Shanghai International Energy Exchange, which is not intended for the purpose of the transaction or knowingly declared that the order cannot be executed, still maliciously or continuously enters the trading order to affect or attempt to affect the futures trading price, disrupt the market order or transfer funds.
　　Accordingly, Shanghai International Energy Exchange decides to give Yi Zhifeng, Leng Hui, Zhang Mingming, Li Guangtao, Peng Xia, Ouyang Xianhai a reprimand, suspend the position opening of Yi Zhifeng, Leng Hui, Zhang Mingming, Li Guangtao, Peng Xia, Ouyang, Xianhai for 12 months, forfeit the illegal earnings in Leng Hui, Zhang Mingming, Li Guangtao, Peng Xia, Ouyang Xianhai’s accounts controlled by Yi Zhifeng, totaling of RMB 1,093,014.60.
　　Relevant futures companies should strengthen the client compliance education, as well as the monitoring and management of online trading, and prevent the recurrence of similar incidents.
　　The resolution decisions of rule violation will be recorded in the Securities and Futures Market Credit File Database.
