Notice on Filing of Program Trading

INE Circular [2018] No. 4

To: All Members, OSPs and Overseas Intermediaries

According to Article 17 of the Trading Rules of the Shanghai International Energy Exchange, Shanghai International Energy Exchange (“INE”) is about to conduct the filing of program trading from February 26, 2018, so as to intensify the unified regulation over program trading. Relevant matters are hereby notified as below:    

Ⅰ. Program trading refers to the trading method by which trading orders are automatically signaled or placed through established computerized trading mode with the functions of market analysis, risk management, etc.  

If a Client opens an account and engages in program trading, the concerning Member, OSP, or Overseas Intermediary shall file with the INE in advance.      

If a Non-FF Member or an OSNBP engages in program trading, it shall file such program trading on their own.

Ⅱ. Since the INE adopts online filing for program filing, Members, OSPs, and Overseas Intermediaries shall completely fill in the information in details as required on the Filing Page.   

Members and OSPs may log in the INE’s Member Service System to file with the INE directly; Overseas Intermediaries may log in the INE’s Overseas Intermediary Service System for filing, and submit the filing information to the INE after the FF Members or OSPs that provide the Overseas Intermediaries with carrying brokerage services have approved such filing in the INE’s Member Service System.     

Ⅲ. If a Member, an OSP, or an Overseas Intermediary fails to file the program trading, or only partially file, or not having filed in a timely manner, the INE may, according to relevant provisions, give verbal alert, issue warning letter, take restriction measures, etc, depending on the severity of the situation.

Members, OSPs, and Overseas Intermediaries shall attach great importance to the filing of program trading and shall effectively perform their duties thereof.
