Notice on Resolution Decisions of Rules Violation

Concerning party:
Zhang Xiaoliang, born in Shanghai in 1982.

From August 21, 2018 to February 19, 2019, Zhang Xiaoliang frequently placed and canceled orders, but not for the purpose of transaction, and conducted transactions contrary to the false order placement on SC1809、SC1812、SC1901、SC1903 contracts.
The above-mentioned conducts have violated the provision in Article 29, paragraph 1, section 4 of the Enforcement Rules of Shanghai International Energy Exchange, which is not intended for the purpose of transaction or knowingly declared that the order cannot be executed, still maliciously or continuously enters the trading order to affect or attempt to affect the futures trading price, disrupt the market order or transfer funds.
Accordingly, Shanghai International Energy Exchange decides to give Zhang Xiaoliang a reprimand, suspend the position opening of Zhang Xiaoliang for twelve (12) months, forfeit the illegal earnings in Zhang Xiaoliang’s account of RMB 1,733,349.82.
Relevant futures companies should strengthen the client compliance education, as well as the monitoring and management of online trading, and prevent the recurrence of similar incidents.
The resolution decisions of rule violation will be recorded in the Securities and Futures Market Credibility File Database.

Note: the Enforcement Rules of Shanghai International Energy Exchange mentioned in this announcement refers to the Enforcement Rules of Shanghai International Energy implemented on August 2, 2019.
