Chen Suwen, born in 1979, Shenzhen, Guangdong.
Yong Linjian, born in 1978, Shenzhen, Guangdong.
During the continuous trading session on January 13, 2022, Chen Suwen traded with Yong Linjian on the futures contracts at Shanghai International Energy Exchange (INE) for illegal profits.
The above-mentioned behavior has violated the provision in Article 32, paragraph 1, section 3 of the Enforcement Rules of the Shanghai International Energy Exchange, which stipulates the conduct of "executing a trade in collusion with others at such time and price and in such manner as previously agreed upon or arranged to affect or attempt to affect the futures trading prices or volume, shift funds between accounts, disrupt the market, or seek unjust enrichment” as constituting rule violation relating to trading management.
Accordingly, INE decides to:
1. Give Chen Suwen and Yong Linjian a reprimand, and
2. Order to make corrections, and suspend the position opening by Chen Suwen and Yong Linjian for 3 months from the day after receiving the decision on rule violations.
Relevant futures companies should strengthen the client compliance education, as well as the monitoring and management of online trading, and prevent the recurrence of similar incidents. The resolution decisions of rule violation will be recorded in the Securities and Futures Market Credibility File Database.
