Concerning parties:
Guo Hongwei, born in Qingdao, Shandong Province, in 1954.
Li Xiuxia, born in Dongying, Shandong Province, in 1972.
Xiang Xin, born in Dongying, Shandong Province, in 1984.
On September 28,2022, Guo Hongwei used Li Xiuxia and Xiang Xin’s account to trade with her own account on the contracts at Shanghai International Energy Exchange (INE), shifting funds between accounts and disrupting the market.
The above-mentioned behavior has violated the provision in Article 31, paragraph1, section 4 and section 5 as well as Article 32, paragraph 1, section 3 of the Enforcement Rules of the Shanghai International Energy Exchange.
Accordingly, INE decides to:
1. Give Guo Hongwei a reprimand, and
2. Order to make corrections, suspend the position opening and trading by Guo Hongwei for 12 months from the day after receiving the decision on rule violations.
3. Li Xiuxia and Xiang Xin are given a warning and required to strengthen the management of their own accounts to prevent similar incidents from happening again.
Relevant futures companies should strengthen the client compliance education, as well as the monitoring and management of online trading, and prevent the recurrence of similar incidents. The resolution decisions of rule violation will be recorded in the Securities and Futures Market Credibility File Database.
